Resumen. Este artículo plantea una breve revisión de las condiciones institucionales, ínter organizacionales y subjetivas que permiten o no la articulación de organizaciones alrededor de políticas públicas y programas de desarrollo social. Se propone que necesariamente el concepto de articulación está ligado el concepto de eficiencia, y sólo con el logro de una eficiencia articulada es posible generar un desarrollo integral e integrado. Este análisis se concentrará básicamente en la revisión del desempeño de los actores municipales y sus contingencias para la acción articulada.
Abstract. This paper presents a short analysis of the institutional, interorganizational and subjective conditions that allows or not, the articulation between organizations around policy and social development projects. I´m proposing that the concept of articulation is tied to the concept of efficiency, and only with an articulated efficiency it is possible to reach an integral and integrated development. This analysis will focuses in the fulfill of the municipal actors and their contingencies for the articulated action
