El sector informal en Colombia: realizaciones y posibilidades

• Resumen: En este artículo se muestra, como a pesar de los avances conceptuales respecto al sector informal consignados en los distintos planes de desarrollo, la política estatal (con excepción de la labor del Servicio Nacional de Aprendizaje -Sena-) no ha dado el apoyo que dicho sector merece. Dicha carencia ha sido suplida de manera parcial por el sector "solidario" de la economía, más concretamente por las fundaciones privadas. Con base en una información limitada se establece la evaluación fragmentaria de algunos resultados de la acción de los programas de microempresas (crédito, capacitación, empleo, etc). Asimismo, se muestra -sin demeritar su importante papel- la ínfima cobertura del Plan Nacional para el Desarrollo de la Microempresa (1984). Finalmente, se plantea la necesidad de desarrollar políticas específicas -esto es, que tengan en cuenta la diversidad de actividades del sector- dentro de un marco sectorial que ponga especial énfasis en los problemas de demanda y de comercialización.
• Abstract: This article shows that with the exception of Sena (the National Apprentice Service) government policy has not provided the informal sector of the economy with the assistance of deserves. Aid has been more forthcoming from the non-profit sector and especially from the private foundations. The article demonstrates, using partial information derived from the microenterprise projects, that the 1984 national plan for the development of small enterprises had minimal impact. Finally a case is made for the development of targeted policies within a general framework which place special emphasis on demand and on commercialization.
