El TLC y el sector de las telecomunicaciones en Colombia: panorama actual

Resumen

Las economías mundiales han buscado de tiempo atrás realizar acuerdos para el intercambio comercial, buscando eliminar las barreras técnicas al libre comercio. Colombia está en negociaciones para un Tratado de Libre Comercio —TLC— con Estados Unidos. Uno de los temas de discusión son las Telecomunicaciones, industria con importantes externalidades positivas al desempeño económico. Los actores del sector buscan que el acuerdo garantice condiciones de equidad competitiva frente a nuevos agentes y tecnologías: costos regulatorios, equidad fiscal, entre otras; de manera que la industria cuente con herramientas para competir con altura y sean los usuarios quienes finalmente se beneficien de la competencia.

Abstract:

The world economies, from long ago have looked to deal agreements forth the commercial interchange, trying to eliminate technical barriers the free commerce. Colombia is now negotiating a Free Trade Agreement (FTA) with the United States. Telecommunications are one of the discussion subjects, industry with important positive externalities to the economic performance. The industry is demanding that the agreement guarantees conditions of competitive balance with new agents and technologies: regulatory costs, fiscal fairness, among others; hence, the industry will count with tools to compete, being users who finally benefit with fair competition.
