Construcción de vivienda, correción monetaria y desarrollo nacional: Comentarios sobre el impacto del UPAC

• Resumen: La construcción de vivienda no es un sector líder porque tiene elasticidades-precio e ingresos y nexos limitados con otros sectores; ésto es particularmente válido para vivienda de bajo costo. El empleo en el sector, herramienta importante de la política anticíclica es -sin embargo- inestable y de baja remuneración. La expansión en la construcción parece responder moderadamente a aumentos reales en el crédito y parece que no ha limitado el flujo de fondos hacia otros sectores; la vivienda, en Colombia, ha tenido una alta prioridad en los últimos lustros y el instrumento del crédito ha permitido traducir en demanda efectiva a una gran parte de la demanda latente. Ahora bien, en el país las corporaciones de ahorro y vivienda han descartado el financiamiento de vivienda popular, la que sería provista por la filtración de unidades existentes.
En fin, cambiar sustancialmente o aun eliminar el sistema de indexación existente no sería fácil dados los intereses en juego.
• Abstract: House construction is not a leading sector as shown by its low income and price elasticities and its limited ties with other sectors. This is particulary true for low cost housing. The sectors employment, an important tool when applying anti-cyclical policies, is, nevertheless, unstable and badly paid. An expansion on construction apparently responds moderately to real credit growth and seems not to have Iimited the flow of resources to other sectors. Housing, in Colombia, has had a high priority in the Iast years and credit, used as a policy instrument, has allowed the transformation of a latent demand into current demand. Now then, in the country the housing and savings corporations have discarded the financing of popular housing, which should be provided by leaks in existing units. That is, substantially changing even eliminating the existing indexation system would not be easy considering the different interests involved.
