Economía social y pobreza absoluta: ¿redistribución o crecimiento?

• Resumen: El propósito del artículo, como lo señala el autor, es el de plantear una discusión en torno a la relación que existe entre la propuesta de instaurar un Régimen de Economía Social en Colombia y el objetivo de erradicar la pobreza absoluta, teniendo como marco de referencia el Plan de Economía Social 1987-1990, divulgado recientemente. El autor divide el trabajo en cuatro partes así: 1) el contexto: la economía social, en la que se plantean los objetivos de un Régimen de Economía Social; 2) El texto: el Plan de Desarrollo, en la que se presentan su contenido y sus diferencias con los anteriores; 3) el concepto de pobreza absoluta, en la que se examinan los factores que concurren en la erradicación de la misma, el concepto de pobreza absoluta en el plan y las estrategias que en éste se lanzan para su erradicación y 4) los límites del plan.
• Abstract: The purpose of this paper, as indicated by the author, is to open a discussion about the relationship existing between the proposal of establishing a Social Economy Regime (system), in Colombia, and the goal of eradicating "absolute poverty" using as framework, the recently published Social Economy Plan, 1987-1990. The author divides his work in four parts: 1) The context: Social Economy, where the goals of a system of social economy, are stated; 2) the text: the Development Plan which includes the contents of the present government's Plan compared with previous ones; 3) the concept of "absolute poverty": that coincide in eradicating absolute poverty; the concept of absolute poverty, as defined by the government's plan and the strategies proposed to eliminate absolute poverty and finally; 4) the plan's limitations.
