América Latina: ¿De dónde viene y hacia dónde va?

• Resumen: La profunda crisis financiera de América Latina durante la depresión económica de los últimos cinco años ha dejado una preocupación casi exclusiva por el servicio de la deuda externa, en desmedro de la atención a los problemas estructurales subyacentes, Las políticas de ajuste han tenido éxito relativo en restablecer un aparente equilibrio del sector externo, pero han intensificado los desequilibrios sociales, la dependencia externa. Más allá de los factores inmediatos que desataron la crisis, ella surgió de ciertas características del modelo tradicional de desarrollo: la inserción indiscriminada en la economía mundial y la persistencia de estructuras inadecuadas de participación social y de distribución de la riqueza y del ingreso, Es urgente diseñar una nueva estrategia de desarrollo que tenga dos objetivos fundamentales: el fortalecimiento de la autonomía latinoamericana, y una amplia participación social en el esfuerzo y los frutos del desarrollo.
• Abstract: Latin America's deep financial crisis during the economic depression of the previous five years has drawn attention to external debt servicing rather than the underlying structural problems. Adjustment policies have been relatively successful in reestablishing some balance in the external sector, but they have intensified social disequilibrium, and external dependency. The crisis was unleashed, not just by some immediate short-term factors, but also by certain characteristics of the traditional development model: indiscriminate insertion in the world economy, as well as persisting inadequate schemes of social participation and of wealth and income distribution. A new development strategy must urgently be designed, with two basic objectives: strengthening Latin American autonomy, and widening social participation in the struggle and the benefits of development.
