Transforming the City by Way of the State Urban Margins. Medellín-Rio de Janeiro Territorialization / Cooperation Policies

Abstract

At the end of last century, the model of society was put to the test in some cities of Latin America. The geographical conditions closely linked to constantly ignored social inequalities resulted in largescale urban fragmentation, caused by a violence-bound process of territorialization that transformed deprived neighborhoods into “urban margins”. in this context, a new “paradigm” of urban intervention will emerge, one that will lead towards a process of cooperation between two cities: Medellín and Rio de janeiro. How do deprived neighborhoods transform themselves into “urban margins”? How is this new urban intervention “paradigm” born? How will this “paradigm” be the object of cooperation between two South American cities? These are the three questions addressed by this article.
