This methodological guide presents "The Voice of the Actors", an innovative qualitative approach that combines hermeneutic interpretation and systemic analysis for social research and technical decision-making using information from different social actors. Its purpose is to transform personal and community narratives into technically useful knowledge without losing the authenticity of participants' voices. The methodology is structured in five phases: 1)
Active Listening, which captures participants' experiences and emotions; 2) Systematization, which organizes and structures the collected information; 3) Extraction and grouping of verbatims into thematic cluster; 4) Formulation of value statements that synthesize emerging patterns and meanings; and 5) Identification of strategic opportunities based on the findings.
With the publication of this methodological guide, researchers and planners are expected to approach the voices of diverse actors and communities in territories in a different way, as it constitutes an instrument that enables the translation of these voices, individual or collective, into technically useful inputs for their respective research or planning processes.
