Abstract

In his book Between Facts and Norms, Habermas reconstructs the process of legislative output given as a reference point the "state apparatus". From this, we show how the empowerment of social power against the democratic process encourages the empowerment of administrative power, creating in this way a block between the two powers whose circulation hinders the circulation of democratic processes regulated by the
communicative power. With this, the following paper aims to develop the role of democracy in state organization structured in a systems theory.
