Muchos países han adoptado la forma de la democracia, pero no toda su importancia. Esto hace que la tarea de clasificar los regímenes sea más difícil, aunque también más importante.

Co-editor de Journal of Democracy, codirector de la Fundación Nacional del Foro Internacional de Democracia para los Estudios Democráticos, y antiguo miembro de la Institución Hoover. Sus libros más recientes (publicados en 2001) son Political parties and Democracy (editado con Richard Gunther) y The Global divergente of Democracies (editado con Marc F. Plattner).
