Abstract

The health reforms brought about by Law 100 of 1993 led to profound changes throughout the health system and to the participation of a series of new actors. How do they perceive these changes? Which are their
opinions? Objective: to present the findings of the qualitative component of a larger study destined to evaluate the impact of macroeconomic adjustment programs on the Colombian health sector. Methods:
through a qualitative approach the focus was put on the perceptions individuals have about their health and health care. Ten key informants at the regional and municipal levels were interviewed, and six focus groups were conducted with community and health representatives. Results and discussion: the sample of informants for this part of the study was not representative of any given Colombian population. They were chosen in order to maximise the variety of the pool of informants. Our aim was to collect the widest variety of opinions possible. Health perceptions report an important change from charity to right, an increase in resources and new players for the sector, an increase in the degree of institutionalization of the Colombian health system, more work with other sectors and better management. Problems are also perceived: an
increase in administrative costs, and difficulties with the new information and billing systems. Many argue that the system is too complicated. Change results are perceived in very different ways.
