Las comunidades claman al Estado por obras que mejoren su calidad de vida: Abastecimiento de agua potable, suministro de energía eléctrica, telecomunicaciones y construcción de vías para intercomunicar a las regiones, por poner algunos ejemplos. Todas esas obras son diseóadas y construidas por ingenieros que ayudan al Estado a cumplir con sus obligaciones, razón por la cual ellos merecen una retribución económica que les compense la cantidad de riesgos que deben correr en ejercicio de su labor y adicionalmente les permita obtener utilidades dignas por el ejercicio de su profesión, como lo merece la práctica de cualquiera otra actividad económica. De esta manera se obtiene el sano equilibrio: Las comunidades mejoran su calidad de vida, el Estado cumple con su tarea y los contratistas obtienen utilidades y dinamizan la economía. Pero para lograr esos objetivos se debe planear cuidadosamente, se deben identificar y valorar los riesgos previsibles, enfocándose en que ellos pueden prevenirse, mitigarse o gestionarse de manera general.
