The communities cry out to the State for works that improve their quality of life: Supply of drinking water, supply of electrical energy, telecommunications and construction of roads to interconnect the regions, to give some examples. All these works are designed and built by engineers who help the State to fulfill its obligations, which is why they deserve economic compensation that compensates them for the amount of risks they must take in the exercise of their work and additionally allows them to obtain decent profits. for the exercise of their profession, as is deserved by the practice of any other economic activity. In this way, a healthy balance is obtained: Communities improve their quality of life, the State fulfills its task and contractors obtain profits and boost the economy. But to achieve these objectives, careful planning must be done, foreseeable risks must be identified and assessed, focusing on whether they can be prevented, mitigated or managed in a general way.
