Participation and construction of educational community: a research study on basic official education in Antioquia

Abstract

Ln this paper the authors present the results of their assessment of the educational communities participation in the designing and implementation of school charters in the department of Antioquia. The study was aimed at identifying the level of educational communities' commitment and responsibility in the construction of educational charters, at recognizing the discussion forums and participation processes generated by educational institutions, and at analyzing the importance of participation in the improvement of educational quality. The study allowed educational communities to objectively analyze their school charters, carry out an assessment of the process followed and to strengthen educational process already in place. On the other hand, the description allowed the reconstruction of the object of study as a system of components, relationships, and structures from the voice of the actors. The conceptualization led to explanations and understanding of the described phenomenon, in order to interpret how participatory democracy was experienced during the construction of school charters. Likewise, the study sought to analyze how educational institutions in Antioquia have complied with legal mandates (General Educational Act, 1994; Political Constitution, and Decree 1860) during the last decade.
