Urban Public Policies as a Plural Process. Approaches to Urban Policy and Urban Governance

This article inquires about the relationship between urban governance, as an approach to the analysis of public policies in the cities and urban politics. To answer this question, first, the approaches of urban policy are examined in order to determine their contributions to urban governance. Second, some perspectives of urban governance are analyzed, to find points of connection with the approaches of urban politics.
With the tools that emerge from this contrast it an analytical model is proposed that provides substantive criteria to examine the phenomenon of governance in public policies of contemporary cities. The article considers the opening the spectrum of analysis is a the way in which the governance approach can recognize that substantive features of the new forms of public-private interaction in the field of urban policy, especially, those present in contexts different from developed countries.
