Human rights in the Mexican State and the context for their guarantees

Abstract

Effective protection of human rights is an urgent matter for the States that follow the paradigm of the constitutional State. This requires an adequate conception of human rights which must be supplemented with other essential elements for building a system of guarantees.

Mexico defends human rights through two ways: the judicial system and the non judicial system. In this context, the first of these systems has a full stage with various instruments for human rights protection, the second is not effective.

Of course it requires a comprehensive design that includes the paradigm of constitutional State: the democracy as its main engine. And it is necessary a system of guarantees and a regime of transparency and accountability to punish those who violate human rights.
