Five milestones that configure the history of the domiciliary public services in Medellin, 1890- 2010

The article carries out a look of long-term about domiciliary public services in Medellin (1890- 2010). It begins with the effects that the Politic Constitution of 1886 had in the configuration of the sector and finishes with the effects that the law 142 of 1994 in this. It considers norms that arose in the different territorial orders (national, regional and local) and norms of varied organizational origin (Republic Congress, the Republic´s Presidency, ministries, Departmental Assembly of Antioquia and Council of Medellin) too. It shows the fundamental impact that the normative changes have in the configuration of the several services that form the sector.
