Gobernabilidad y gobernanza: una revisión cienciométrica

Este artículo examina la evolución conceptual de la gobernabilidad y la gobernanza a través de un análisis cienciométrico de 1921 publicaciones indexadas en las bases de datos Scopus y Web of Science entre 2000 y 2023. Mediante técnicas como el algoritmo Tree of Science (ToS) y herramientas computacionales (R con Bibliometrix para análisis bibliométrico y Python para preprocesamiento), se identificaron tres fases de desarrollo en la producción científica: crecimiento inicial (2000-2008), expansión acelerada (2009-2021) y estabilización reciente (2022-2023). Los resultados, visualizados mediante redes de coautoría y citación, evidencian un claro predominio de estudios anglosajones —especialmente de Estados Unidos y los Países Bajos— y de revistas como Marine Policy. Asimismo, se identifican tensiones entre enfoques de gobernanza colaborativa y modelos estatocéntricos, particularmente en estudios sectoriales sobre sistemas pesqueros (rama 1 del ToS). Un hallazgo relevante es la subrepresentación de la literatura latinoamericana en los núcleos centrales de citación y producción académica, lo que plantea desafíos para una integración más equitativa del conocimiento global. Esta revisión aporta elementos clave para investigadores y tomadores de decisiones al visibilizar patrones, vacíos y trayectorias emergentes en el campo. Se concluye con un llamado a construir marcos teóricos más inclusivos que integren diversidad institucional y contextos locales. Finalmente, se reconoce como limitación principal el sesgo hacia publicaciones angloparlantes en las bases analizadas, lo que abre rutas para investigaciones futuras con mayor representatividad regional.
