Los servicios públicos domiciliarios son un conjunto de servicios proporcionados por el Estado, de conformidad con el artículo primero de la Ley 142 de 1994, los cuales son conocidos como servicios de acueducto, alcantarillado, aseo, energía eléctrica y distribución de gas combustible, cuya prestación implica la existencia de redes domiciliarias. Son considerados servicios esenciales por su papel como satisfactores de necesidades básicas para la existencia humana, tanto individual como colectiva.
