Legal treatises about the imposition of the balances in the regime of horizontal property

This article argues why balance sheets are obligated in Colombia for every natural or juridical persons, no matter if they have patrimony or simply manage it, and therefore the law 675 or condominium regime commands to elaborate the balance sheets in the properties subject to its regime, and beside the budgetary accounting, despite that only balance sheets are realized.
It is explained that the imposition of balance sheets and its application related to the properties subject to the condominium regime, to the nonprofit organizations in general, and the sectors of the nation, has negative implications. In order to demonstrate it, we explain that although balances sheet in the condos are legal, they are not legitimate, useful, nor convenient, and its implementation makes inoperative the properties subject to the law 675, and also makes impossible to them to follow its mandates. For that it is analyzed: what balance sheets are and which are its constituent elements; what is the definition of budget; in which excerpts the law 675 order to do the budgetary accounting; and what the regulations say about it. Finally, we put in the conclusions the damage that is done to the properties subject to the law 675 when they are wrongly required to elaborate balance sheets without an explanation of how to do the budgetary accounting.
