Abstract

The present article shows how in certain moments of the political Colombian history the violence has been reproduced across the speech, reinforcing the need to implement penal laws and to generate public opinion around them, which can realize how the State and the hegemonic groups want to reaffirm what must be understood by social order, strengthening the need to introduce penal laws that define the “enemy” in certain historical contexts, showing the speech as one of the decisive elements in the introduction of the law that preceded, reinforced and made possible the implementation of the Penal Code of 1980 (Decree 100 of 1980).
