La reestructuración curricular de 1984, definió la necesidad de teoría y entrenamiento en investigación a partir de la observación y práctica docente; sin embargo, han prevalecido problemas en este sentido, que no son privativos de las instituciones normalistas, sino elementos existentes en el sistema de educación y en la naturaleza del origen de las modificaciones.
