El 9 de enero del presente año el Ministro
de Educación Nacional-MENsorprendió
al país con la presentación,
en rueda de prensa, del Decreto 2912 de 2001.
Esta reforma al régimen salarial y prestacional
de los docentes universitarios, expedida el último
día del año a la sombra de las fiestas
decembrinas, hace parte de las modificaciones
que se han venido efectuando al sistema de educación
superior sin cambiar la Ley 30 de 1992,
tal como 10 recomendó el documento "Bases
para una PolítIca de Estado en Materia de Educación
Superior", publicado por el MEN y el
ICFES en el mes de marzo de 2001, y en desarrollo
del denominado Plan Estratégico de la
Educación 2000-2002.
