Desde el punto de vista de la economía de la información, las consecuencias del decreto 2912 podrían analizarse como un problema de diseño de incentivos en un contexto de principal y agente. Supongamos que el principal (el Estado y sus asesores) quiere diseñar un sistema (o mecanismo) de incentivos para alcanzar un contrato óptimo con el agente (los docentes de la educación superior en Colombia).
