La Convención de los Derechos del Niño (1989) ratificó la educación como un derecho de niños y niñas. La Declaración Mundial sobre Educación para Todos (1990) y la Declaración de la Cumbre Mundial en Favor de la Infancia (1990) reconocieron la educación básica, entendida de manera amplia, como el cimiento de todo aprendizaje y de toda educación posterior de las personas. ¿Qué implica el derecho de niños y niñas a una educación básica?
