This article presents the evaluation, by specialists, of a prototype of a Pedagogical Model of Education for Environmental Citizenship for primary education in Portugal (students aged 6 to 9 years). This assessment is part of a Design-Based Research methodology that aims to develop a Pedagogical Model. A first prototype, developed from the analysis of the literature was submitted to critical evaluation by three panels of specialists of recognized merit in the areas of Environmental Education, Primary Education and Community Leaders. This assessment was carried out by answering an online questionnaire (one for each group of specialists) to collect suggestions to improve the first prototype of the pedagogical model. According to specialists, the prototype is quite complete, well grounded, crossing several fields of study, and meeting the objectives of an Education for Environmental Citizenship. It was also considered a good starting point to promote earlier environmental awareness, and contact with environmental reality, and to be a support to develop projects in this area in a sustainable way, with several suggestions for useful activities and methodologies. However, and despite being implicit in the evaluated prototype, decision-making skills, problem-solving skills, communication skills and critical thinking were introduced, which were suggested by specialists to highlight these skills. Some changes were also made to the methodologies and stages of the prototype, to adapt them to the objectives of the study. So, based on the content analysis of the specialists’ comments and on relevant literature, a second prototype was developed, which is presented at the present article.
