La publicación de estas cartillas resulta novedosa y pertinente, tras un acumulado de normas, documentos Conpes, planes y diagnósticos, que han tenido como marco la Constitución de 1991 y la Ley 70 de 1993, especialmente lo referido en su artículo 1° al establecimiento de "mecanismos para la protección de la identidad cultural y de los derechos de las comunidades negras de Colombia como grupo étnico con el fin de garantizar que estas comunidades obtengan condiciones reales de igualdad de oportunidades frente al resto de la sociedad colombiana", objetico que aún permanece inserto en el discruso normativo e institucional y muy poco en las respuestas del Estado, y de los gobiernos departamentales y municipales
