ELABORACION DE UN PRESUPUESTO POR PROGRAMA PARA LOS AMBULATORIOS DEL HOSPITAL UNIVERSITARIO DE LOS ANDES DE LA CIUDAD DE MERIDA(1)
Abstract
As a result of the proposals expressed at the Punta del Este Meeting in 1971, the governments of Latin America agreed to use planning to guide the development and activities of the Health Services; in the following years, our countries focused on the implementation of national health plans, since this was a fundamental prerequisite for obtaining external resources; however, this prerequisite gradually lost strength as the expectations of external cooperation through the Alliance for Progress faded away. This fact helped Latin American countries, freed from this motivation, to adopt a genuine attitude of using planning as an instrument of government.
One of the first conclusions reached was the need for a better knowledge of the Health Services System and the way in which its structure and functioning are influenced by the political, social and economic context.
The lack of this knowledge resulted in the formulation of “enunciation” type plans that were contradictory to the country's general development policy.
