Comite de participación de la comunidad, de la unidad de salud de el carmen de viboral
Abstract
In accordance with the provisions of Decree No. 350 of the Ministry of Health, the “Rural and Urban Community Participation Committee for the development of Health Programs, under the coordination of the respective Unit” (1) has recently been formed in this Health Unit.
We consider of great importance the constitution of this Committee, which advises the Director in the direction of the Unit and serves as a liaison with the main community groups. For this reason, we thought it would be interesting to analyze the background that has facilitated the organization of this Committee, with a broad and genuine representation of the population of El Carmen de Viboral.
The community had been preparing to learn about, analyze and resolve the administrative and technical situations of the Health Unit since June 1975, stimulated by the teams of the Operational Integration Program from the Bottom Up (IOPAA), which functioned actively until the end of 1976.
The coordination of preventive and assistance health services and the participation of the community were two basic characteristics of this program, according to which each of the grassroots organizations designated its “health officer”, namely: The Community Action Board, the Ceramics Unions, the Normal School Association; some neighborhoods in the urban area and several rural villages. On the basis of these leaders, Health Committees were formed which, together with the Rural Health Promoters, had fundamental knowledge of the health problems of their community and how to solve them. All these people formed a body that has met regularly every Tuesday for a year and a half, becoming a stable and mature group, with the assistance of numerous interested villagers and farmers and the Unit's own officials.
