PLANIFICACION DE LA SALUD Y MEDIO AMBIENTE
Abstract
I do not want to begin the presentation assigned to me without first expressing my gratitude to the Government of the State of Mexico, the Pan American Health Organization and the Center for Human Ecology and Health for having provided, through this First International Seminar on Ecology, Health and Economic Development, the opportunity to share with experts from various disciplines, ideas and proposals on such an interesting and current topic.
The uncontrolled human actions in many cases, guided only by the desire to obtain particular economic benefit in the short term, its predatory impact on the environment, the difficulties that are recorded in the regeneration of resources, the relations of certain men with their fellow men, are all aspects that will surely be raised in the development of the seminar and how far we are from being able to control many of these phenomena that today cause us serious alarm.
As far as the present work is concerned, in addition to presenting a particular vision of the “Man-Environment” relationship, we will try to include the “Planning” variable and analyze the possibilities of action that we know today for the whole.
To conclude this brief Introduction, we do not want to leave aside the phrase said by Marx (1) more than a hundred years ago “If culture develops spontaneously and not consciously, it will leave behind it wastelands”, and the one pronounced by Michel Bosquet (1) a few years ago, in his essay “The Demons of Expansion” when he states: “Humanity needed thirty centuries to gain momentum, it has thirty years left to slow down before the abyss”.
