Abstract


At this time (February 1977), the medical care situation is as follows: 60 percent of the population is covered by the Colombian Social Security Institute; 40 percent by other national, departmental or municipal social security or welfare institutions; 290 percent by the public services of the Ministry of Health or the Sectional (Departmental or Municipal) Health Services; and 10 percent who can privately afford to pay for treatment and hospitalization. This means that only 490/0 of the population has relatively good health care.
What about the other 51o/o who are unemployed, who live in hard-to-reach regions, in rural areas, in the slums of the cities, and the families of the insured who cannot reach health care services?
