Abstract
This part of the study focuses on a totally different topic than the one dealt with in Part I. In that part, the ultimate interest was oriented to the search for knowledge in relation to the behavioral factors that influence the health phenomenon; in addition, it aimed at exploring the opinion, ideas, attitudes and desires held by the user of ICSS health care services. The purpose in the first part is to offer, based on the knowledge derived from the research, better illustration to the process of health policy formation, with the hope of increasing its effect on the health of Colombians.
