LA EXTENSIÓN DE LA COBERTURA DE LOS SERVICIOS DE SALUD
Abstract
The topic on which we have proposed to present some ideas is very topical and under continuous discussion worldwide, especially in Latin America and in Colombia in particular. In 1972, when the Ministers of Health of the Americas participated in the III Special Meeting of Ministers of Health, they defined the central goal of the program to be developed during the decade as "To extend coverage, with minimum comprehensive services, to all the inhabitants who reside in accessible communities of less than 2,000 inhabitants". This was a double recognition, since on the one hand it accepted the existence of large population groups lacking the necessary medical care and, on the other hand, it clearly indicated a strategy by speaking of "comprehensive minimum services" as a necessary element to achieve the intended extension of coverage. Very valid statements, not disputed today in any country, serve to support the strategy when the same document states: "in almost all the countries of the Americas there are numerous organizations that compete with each other in the provision of health services, resulting in a waste of resources, unequal coverage of population groups and unnecessary increase in the cost of services".
