UN PROGRAMA LOCAL INTEGRADO DE SALUD Y BIENESTAR EN ANTIOQUIA
Abstract
It describes the genesis, content and organization of the joint effort of the service agencies and teachers of Antioquia, to create in February 1975, modern local programs of health, welfare and medical care in urban centers and rural units. This was an initiative of Professor Héctor Abad Gómez, which from the beginning had the strong support of the new administration of the National School of Public Health.
The Institutional Directives of Health and Higher Education of the Department of Antioquia and the Municipality of Medellin have decided to coordinate operationally their services in a simple and quick way, to integrate with the community and provide the best possible care to the entire population, regardless of age, occupation, economic or otherwise.
Its initiators gave the program an appealing name, which has proven to be fortunate. The expression "operational integration from the bottom up-IOPAA" suggests to everyone, technicians and population, simple, practical and agile health programs, in whose operation local officials and, above all, the population have full decision and initiative.
