La globalización en la producción del conocimiento

Iniciemos este escrito con tres afirmaciones
que definan su tono:
1) Las universidades públicas y sus centros de
investigación juegan un papel fundamental
con respecto al desarrollo de la ciencia y la
tecnología (CyT).
2) La orientación de las políticas de apoyo a la
investigación en el país durante las últimas
décadas, no ha trascendido el plano del discurso,
los programas son parciales, sin coordinación
entre ellos ni clara definición de
mecanismos operativos que permitan pasar
del enunciado a la acción.
3) Las políticas no se han concretado en una
pródiga determinación de recursos ni el establecimiento
de condiciones que permitan
orientar el desarrollo de la CyT hacia la búsqueda
de soluciones que se orienten a vencer
problemas prioritarios mexicanos. Nos
referimos a pobreza, salud, alimentación,
convivencia, educación, y el desarrollo
formador y liberador del ser humano como
semilla de la sociedad.
