Sección editorial: El régimen salarial y prestacional de los docentes de las universidades públicas del orden nacional se regía desde el tres de septiembre de 1992, por el Decreto 1444. En enero de 1994 mediante el Decreto 55, el régimen se hizo extensivo a los profesores de las universidades del orden departamental. Este Decreto exigió, para aquellos que se acogieron a él, la renuncia a la retroactividad de las cesantías, de donde se desprende que la aceptación del 1444 fue una concertación bilateral de cada profesor con el Estado.
