La salud de las comunidades: un asunto del derecho formal o de justicia social

Un paso importante dentro del desarrollo histórico de la salud pública se dio cuando las decisiones fundamentales sobre la protección a la salud de las comunidades pasaron de ser un asunto concerniente a médicos y sacerdotes para convertirse en un tema de interés colectivo y en donde las decisiones fundamentales emanaban de los Estados, y por lo tanto el bienestar de los pobladores se vincula de manera estrecha con los fines de sociedad, incluyendo la salud en su más amplio concepto, tal como lo establece la carta de constitución de la OMS “...el goce del grado máximo de salud que se pueda lograr es uno de los derechos fundamentales de todo ser humano sin distinción de raza, religión, ideología política o condición económica.” (OMS 1948).
