Los diagnósticos ya están realizados: describen al actual panorama educativo en términos de tragedia, de fracaso o de desorden. Los diagnósticos unifican a los diferentes actores de la educación: docentes y sus dirigentes sindicales, académicos, técnicos, estudiantes que reprueban oprobiosamente los exámenes de ingreso a las universidades, referentes populares, políticos en campaña, empresarios, y hasta, extrañamente, a los propios funcionarios: todos coinciden en la consideración de que la educación viene decayendo desde una época de relativa relevancia, en la primera mitad del siglo XX, hasta la actual situación de desasosiego.
