Carta abierta a los Jefes de Estado de los países iberoamericanos Con oportunidad de la XIV Cumbre Iberoamericana "Educar para Progresar"

La recientemente aprobada Declaración de Costa Rica, por parte de los Ministros de Educación durante la XIV Conferencia Iberoamericana de Educación (San José, 28-29 octubre 2004), reitera, con razón, la necesidad de incrementar la inversión en educación y pone el acento en uno de los mecanismos recomendados para dicho incremento: el canje de deuda por educación. La Declaración avanza con propuestas concretas, solicitando al gobierno español y a la Organización de Estados Iberoamericanos para la Educación, la Ciencia y la Cultura (OEI) la realización de un encuentro en 2005 entre los gobiernos y los tenedores de deuda a fin de analizar el tema, y encarga a la OEI asumir un papel facilitador ante los países y los organismos cooperantes. Leemos que dicha Declaración, conteniendo éstas y otras recomendaciones de los Ministros de Educación, será presentada en la XIV Cumbre de Jefes de Estado y Gobierno a realizarse en Costa Rica en los próximos días (19-20 noviembre), bajo el lema de "Educar para Progresar". Estos son los antecedentes inmediatos que han motivado la redacción y difusión de esta carta pública que hacemos llegar a ustedes con oportunidad de esta Cumbre.
