En cualquier institución de educación superior (pública o privada, universitaria o tecnológica), el principal factor que orienta y define las diversas dimensiones de la vida académica (lo curricular, lo pedagógico, la investigación etc.), es el tipo de relaciones de poder que conforman su gobierno interno: órganos y autoridades de gobierno, procesos de toma de decisiones, grado y tipo de participación de los diversos grupos, estamentos o actores significativos, y criterios y procedimientos de evaluación y control de dicho gobierno.
