Abstract

Objective: to explores future alternatives of public health in the municipality of Bello in its political, social,
environmental, and economic dimensions
Methodology: this is a study accomplished between November 2003 and August 2004 with the help of qualitative methods and using the focal group strategy, based on the yearnings, projects and fears of the social actors involved and their relationship with the local, national and international politics of public health. The study first described a probable stage which presents few appropriate conditions to obtain the health for everybody and the human scale development if the public health dimensions were not substantially modified with social participation, compromise and responsibility of the political level and others sectors. Then four alternate stages were designed as well as the necessary conditions to achieve them, and one of them was conceived as a desirable scene. Fears and yearnings were mostly protruding in the study and a major part of the latter and the projects were related to the contents and the guidelines of the international conferences on health for everybody as well as to national politics of public health.
Results: a lesser amount of coincidences with the programs offered by the present municipal governmentís plan were found, all of which produces a greater uncertainty to the social actors.
