Breve análisis del Plan de Desarrollo de la Universidad de Antioquia 2006-2016, que llama a la participación orgánica de la universidad con la empresa, el estyado y la sociedad, y conlleva la propuesta de un plan estratégico de políticas públicas. Finalmente el autor plantea algunas preguntas convocando a la reflexión crítica, propositiva y creativa sobre esta propuesta de Universidad.
