The general implementation of the BFHL was low among the institutions forming of the sample and had no a policy of breastfeeding support. When th ree specific steps are analyzed—exclusive supply of maternal milk, joint lodging and stimulus to breastfeeding on free demand— the implementation rate is considered high. Organizational actions to improve protection, promotion and support to breastfeeding in the scope of the State must be taken.
