Résumé

Le Programme national de bilinguisme (PNB) vise à développer la maîtrise de l'anglais dans la société colombienne afin de la positionner dans les processus de communication mondiaux, dans l'économie mondiale et dans un monde de plus en plus interculturel. Sur la base de données documentaires et statistiques, nous caractérisons dans cette étude de cas le PNB comme un cas de planification linguistique de l'acquisition et nous soutenons que certaines des conditions sociales qui favorisent le bilinguisme ne sont pas suffisamment développées dans le contexte colombien. Plus précisément, nous soutenons que le nombre d'emplois qui requièrent des travailleurs bilingues et les modèles de mobilité internationale des colombiens offrent peu d'opportunités et d'incitations à développer le bilinguisme dans la dimension proposée par le PNB.
